Paradise Master Plan

Paradise Beach Park is a 19-acre oasis tucked in the hills of the Tiburon peninsula, offering sweeping views of the San Francisco Bay. Its historic pier is of the best fishing spots in the Bay Area. The Paradise Beach Park Master Plan offers inspiration and recommendations for how to enhance the park, where no significant renovation has taken place since the 1970s. The goal of this master plan is to define Paradise Beach Park's distinct identity, address failing infrastructure, and suggest recreation opportunities for people of all ages and abilities.

Community outreach, including a survey, focus group sessions, and community meetings, helped gather feedback from local organizations and residents.

The plan for the park includes restoration of pier and seawall; a boardwalk; kayak rentals; pavilions and shade structures; additional picnic areas; and native gardens. For more details, read the plan document:

The Master Plan for Paradise Beach Park was approved in May 2017 by the County Board of Supervisors. There are no immediate plans to fund the plan's recommended projects, which can roll out incrementally over time as funding sources, including federal and state grants, are identified.

Public participation played a critical role in shaping the Master Plan. The community outreach effort carried out by the design team and the County staff focused on multiple goals:

• Raise interest in the park within the local community and increase awareness of its assets.
• Discuss stakeholder priorities for the park.
• Develop a network of contacts and connections between the County and other organizations to generate future cooperation on educational and scientific programs for the park.

A survey was distributed to local organizations and institutions with specific questions regarding their potential interest in the park and outdoor activities and types and sizes of venues they typically organize. The team focused on specific community outreach efforts to include the local Latino community and other underserved populations. The survey was distributed in the following locations and to the following organizations:

Two community meeting also gathered insights. The first community workshop was held on February 5, 2015 at the Bayside Martin Luther King Jr. Academy. The second community workshop was held at the Mill Valley Community Center on February 11, 2015.

The proposed Master Plan for Paradise Beach Park is a comprehensive long-term planning document guiding the future development of park facilities, improvements and programs. The Master Plan provides recommendations for general infrastructure, and circulation improvements to singular design elements. Overall, the Master Plan aims to protect natural, cultural, and recreational amenities that currently exist within the park while proposing new complementary features and programs. Specific improvements would be constructed incrementally over the life span of the Master Plan.

A public comment period took place between February 13, 2017 and March 14, 2017 on the draft Initial Study and Mitigated Negative Declaration (IS/MND) for the Paradise Beach Park Master Plan.  

The IS/MND evaluated the environmental effects of the Master Plan. The report described the project and its setting and evaluated it for potential impacts on environmental resources, including biology, air and water quality, cultural resources, and other resource areas. The report identified mitigation measures to address potential impacts. With these mitigation measures, the project would not result in significant impacts on the environment.

The County Board of Supervisors approved the IS/MND for the Paradise Beach Master Plan in May 2017. Further environmental analysis will likely be required under the California Environmental Quality Act before work on any specific project takes place. Approval from the San Francisco Bay Conservation and Development Commission would also be required for any work within 100 feet of the shoreline.
